From Global AI Strategies to Local AI Literacy: Toward a Swedish Plan for AI Competence in Education

This project addresses Sweden’s lack of a coordinated AI-literacy strategy in education by comparing and synthesising initiatives at global, national, and local levels. While countries like Singapore, Finland, and the U.S. have embedded AI literacy into curricula or teacher training, Sweden’s education sector was excluded from the national AI roadmap, despite over 1,000 municipal AI initiatives, many focused on schools. Using multi-level governance and policy-transfer theory, the project maps international models, audits Swedish policy documents, and surveys municipalities and universities to understand current practice. Through a three-round Delphi process, the project co-designs a transferable, equity-focused AI-Literacy Strategy Blueprint for K-12 to higher education. Outputs include a policy brief, open-access blueprint, academic article, and practical implementation toolkit. These deliverables will guide Swedish policymakers, school leaders and educators in navigating the AI transition—ensuring all learners gain the skills, ethics, and understanding needed to participate in an AI-driven society.
